De governance van publieke instellingen

De afgelopen jaren ontstonden bij zorginstellingen, woningbouwcorporaties en onderwijsinstellingen (semipublieke instellingen) problemen die deels zijn terug te voeren op gebrekkig management. Dergelijke instellingen bevinden zich in een 'verdwijndriehoek': weinig controle door de overheid, gebrekkig intern toezicht, en geen of beperkte marktdiscipline. In dit artikel geven we een economische ratio voor de marktordening in de semipublieke sector. Daarbij beschrijven we de kosten en baten die deze marktordening met zich meebrengt. We doen dit vanuit een governance-perspectief en bieden zo een raamwerk om verschillen tussen sectoren in kaart te brengen. Tot slot bespreken we stakeholder governance als een specifieke manier om het management van een instelling te disciplineren.
