Onafhankelijke centrale banken in een post-crisis raamwerk

De Nederlandsche Bank vierde in 2014 haar 200-jarig bestaan. In die 200 jaar transformeerde DNB van een Amsterdamse commerciële kredietinstelling en circulatiebank tot een ware Europese instelling belast met publieke taken. Niet alleen de taken en de reikwijdte van DNB zijn in de loop van de tijd veranderd, maar ook haar relatie met de (Nederlandse) overheid. Net als in veel andere landen ontwikkelde de Nederlandse centrale bank zich in de loop van de vorige eeuw tot een operationeel onafhankelijk en los van de politiek staand instituut. Door de financiële crisis is de onafhankelijkheid van centrale banken echter onder druk komen te staan. Om de pre-crisis verworven onafhankelijkheid in het post-crisis raamwerk te waarborgen, is het belangrijk dat het publiek begrijpt welke taken en verantwoordelijkheden centrale banken hebben, en wat centrale banken wel én niet kunnen. Ook institutionele veranderingen kunnen een bijdrage leveren aan het waarborgen van de onafhankelijkheid van centrale banken.
